Potable water quality is guided by either WHO or BIS specifications in India. Every country has their own specification differing from each other a little bit.
Main requirement for composition are :
TDS EQUAL OR LESS THAN 500 PPM.
pH = 7.5 . TURBIDITY = LESS THAN 5 ppm.
CHLORIDES/ sulphates = LESS THAN OR EQUAL TO 250 PPM.
COLIFORM BACTERIA count = OR LESS THAN 100.
ODOUR OR COLOUR = NIL.
RESIDUAL CHLORINE = 0.2 ppm.

I was wondering because I recently moved and looked at the water quality report of my new city. It does not indicate TCE and PCE, but my previous city's water quality report did include both of these. Found it a bit odd because where I am currently is full of industries and factories and one would think there would be plenty of these two chemicals. Or even if minute amounts were detected, shouldn't it be included in the report?
Call the water agency and ask. Most places I am aware of do test for TCE at least.

This is going to sound a bit lame, but you might be cheaper to just collect the samples and have a lab run the tests. Have you called your town's utilities department or the university if you have one. They might actually be interested in analysing your samples for you especially if they know you are going to log them properly for them. If not then they likely could help you with designing your tests and getting you set up to do them.

Scotland's drinking water continues to be of high quality, according to the annual report of the Drinking Water Quality Regulator published today.
Samples taken by Scottish Water directly from consumers' taps throughout Scotland in 2008 showed that 99.75 per cent of tests complied with strict regulatory standards.
Only two tap samples contained E.coli in 2008, an improvement on 2007 when five failures were recorded. The number of samples containing the less serious coliform bacteria increased slightly from 78 in 2007 to 80 in 2008.
Private water supplies, which serve approximately three per cent of the Scottish population, failed to achieve the same high standards. Just 60 per cent of samples taken from private supplies met the standard for coliforms and only 77 per cent complied for E.coli.
New regulations, introduced in 2006, have led to increased monitoring of private supplies by local authorities in Scotland, providing a fuller picture of their quality. Failing supplies are being identified and owners encouraged to apply for grants via local authorities to help bring them up to the necessary standard.
