I was wondering because I recently moved and looked at the water quality report of my new city. It does not indicate TCE and PCE, but my previous city's water quality report did include both of these. Found it a bit odd because where I am currently is full of industries and factories and one would think there would be plenty of these two chemicals. Or even if minute amounts were detected, shouldn't it be included in the report?
Call the water agency and ask. Most places I am aware of do test for TCE at least.

The "spa test srip" test for the: total hardness,free chlorine,pH,total alkalinity,cyanuric acid.(TH,FC,pH,TA,CYA.) What should my result be like for safe drinking tap water?
Good question. Test strips are not very precise, but they are very helpful in giving you an idea of your water quality. There's no reason why you can't use test strips to get an idea of what's coming out of your tap.
Total Hardness and Total alkalinity have little to do with safe drinking water. Those parameters are used to measure the chemical "stability" of your water usually in respect to pipe corrosion.
pH should be in the range of 6.5-8.5 based on EPA's secondary contaminant regulations. If it is outside of this range, call your tap water provider for an explanation.
Free chlorine is the most important thing you can test for. Assuming your house doesn't have a treatment system, your tap water should have a free chlorine from 0.2-4.0 mg/l. Let your tap run for 5 minutes before you test this. If you get a number above or below 0.2-4.0mg/l, then be sure to call your water utility!
Cyanuric acid is not approved for use in tap water, and you should not be detecting any CA in your tap.

Yes, I know I can call my local water department. But, they are the ones I'm checking. I guess I'm paranoid. So, anyone know of a trusted INDEPENDENT water testing lab?
Where do you live and what are you testing for? That is super important, as is how you collect the water and what preservation methods...
If it is basic stuff, you can probably use a local lab for a lot cheaper price. If you are doing something like mercury, or ultra low metals, or medications, or pesticides, you'll have to find a speciality lab and it will cost a lot ($300-500 per sample analysis).
You'll also need to know what numbers are acceptable and what are not.... If you water company is going to fudge something, odds are they'll compare the number they have with the highest water quality standard that they can, which doesn't mean healthy water... The Idaho Department of Environmental Quality is offering free testing at the Eastern Idaho State Fair in Blackfoot on Tuesday and Wednesday.
The agency says nitrate contamination in groundwater is an increasing concern in Idaho and high levels of the chemical could pose a health risk, particularly in infants and animals.
Those who want to get their drinking water tested can bring a sample in a "zipper-type" bag to the environmental quality department's fair exhibit.
