I don't care about wasted water or power usage, just interested in filtration etc. I've heard for example reverse osmosis filter membranes can foster the growth of bacteria etc.
You can achieve essentially the same water quality with either technology, if you do not care about waste or power. RO membranes can get fouled by bacteria or alga from the source water, that is why they must be periodically sanitized by chlorination or other biocide treatment. But this is mainly because the growth plugs up the membrane, reducing the output.

I was looking at my reverse osmosis water filter, one connect to the tap and the other one connect to a pail, probably for disposal. Is the water we suppose to drink from the filter acidic or alkaline?
The reverse osmosis process just removes the impurities in the water. There is one case where the pH could potentially change a bit - if the water has had its pH raised by adding something like "soda ash" -used by some city water supplies to bring the pH up to 7 or above.
It is possible that part of the reaction that took place to raise the pH could be undone by the reverse osmosis process in some municipal water supplies.
I have an RO system in a city that DOES use soda ash to raise the pH. I tested the water straight from the tap and again out of the RO system - I did not detect even a 0.1 change in pH -so I can't say its impossible, I've read it can happen, but I have never seen it happen and I have testing equipment that is sensitive enough to detect it.

I am planning to soften my water for all round benifit in the home.
I also want to purify my drinking water through a reverse osmosis system.
Can these 2 things be used together or can only 1 system be used?
If they can be used together can a reverse osmosis system purify softened water safely for drinking?
Short answer is Yes
You can use the RO to filter the softened water. A decent RO system will also have pre and post filters.
A 5 to 10 micron prefilter protects the RO filter membrane from being plugged up by particulate matter in the water. An activated carbon post filter improves taste and polishes the RO water.
Treated RO water is then stored in a small accumulator (pressure tank with a bladder in it) .
Treating water with an RO filter tacks some time and uses water in roughly a 5:1 ratio. Send 5 gallons of water to the RO to get 1 gallon of treated water the remaining water is then sent to a drain.
As a result you use RO water for drinking and maybe supplying water to an Ice maker. The unit will treat a gallon or two and store it for use once the accumulator is topped off the RO unit stops treating water. So no water is used when the RO is in standby.

My husband would prefer NOT to have a separate faucet line for filtered water, so we would need an in-line drinking water filter for our kitchen sink. He would also prefer NOT to have to depend on a plumber to install it.
99% of residential water lines do not need R.O. systems they are made for homes with wells for filtering small amounts of nitrates out of the water.99% of residental water is already filtered.
I read that the potential cause of so much high blood pressure was possibly due to drinking softened water which has a high sodium concentration. I have a reverse osmosis filter for our drinking and cooking water and was wondering if anyone knew for a fact if it does remove the sodium.
Reverse osmosis eliminates almost everything from the water (the rate is 99.9995%). Only thing that remains in the water are extremely small amounts of dissolved gasses and, in extreme cases, remnants of minerals, that managed to pass through membrane, because of it's damages.
So, all of sodium is removed from the water, but only if You have the real reverse osmosis system (i.e. not microfiltration or nanofiltration, which are widely sold as RO systems, which they are not) and if You change filters regularily.
