I'm not looking to get into a debate of whether or not tap water in the US is safe or not! Please don't reply to tell me the water is ok...
I live in central PA and they're switching their water systems from using chlorine (which I wasn't thrilled about to begin with) to "chloramine".. Now all I drink is tap water and because of the medicine I'm on, I drink a LOT of it! We're also looking into having children and it would be an EXTREMELY high risk pregnancy, so It's really important to me to have out all excess chemicals as much as possible. (Heck I'm more worried about the chemicals than the bacteria now, thanks to the water company!)
However, we're also on a budget! What's the cheapest EFFECTIVE way to filter water- the kind that attaches to a faucet, the pitcher type, or is my best bet to stick with bottled water for drinking instead of playing with filters?
If you're going to be drinking LOTS of water then I'd go with the filter you attach to the faucet. It works great and they don't cost an arm and a leg. I have the Brita. The pitcher filters work ok, but it's a pain having to refill the pitcher all the time and then wait for it to filter through so you can drink it. The very best filters are usually the under the sink type, but they also cost the most.

Saw a commercial for "PUR" and was curious if I should invest in it.
The main problem in city tap water, in my opinion, is chlorine. I used to have a cheap faucet water filter (not PUR) and when I got used to it, the normal tap water tasted literally like chlorine to me. So, yes, they work. Now I am using an Aquasana filter, which is a bit more expensive at first, but it seems to filter much much more bad things than the one I used to have. I was just curious, and I can't find anything that will say otherwise. :/ Does the PUR Faucet Water Filter take out alot of salt? Like Pure or Distilled water? I don't know alot about this stuff, so I really want to know. xD Please help!
I don't believe so. It only removes the impurities.

I used to have the regular pitchers, but now I have a rectangular one that looks like a flat water cooler and sits in the fridge. It has a spout you can open and close at the end. It's made by Brita. It holds more and is more convenient to use.
Never used the filters for the faucet, because I don't need to filter all the water I use; just the water I will drink or (rarely) boil some food in.
Step 1 of installment is "Remove aerator from faucet."
How do I do that?
I tried just twisting with a wrench, but there seems to be some kind of gunk(light green, kind of chalky) keeping it held tight.
Any suggestions on how to clean and remove?
The gunk is a mineral build up and not part of the faucet itself. If the aerator has no flat sides for a wrench, then wrap a piece of rubber or cloth around the aerator before twisting it off if you want to save theaerator without scratches from the pipe wrench. If it has trouble moving, tap it with a hammer to loosen the minerals. Once it is out, spray some household cleaner on the interior threads and wipe with a cloth to remove build-up before installing the filter.
