In a lab, I got a water density of 1.016 g/mL instead of exactly 1 g/mL, but we did use tap water and not pure water, so can this be a possible explanation for the difference in densities?

Maybe, although I would expect the difference to be smaller. There may be some measurement error also, we are only talking about 1.6% difference.

Edit: this reference shows tap water slightly LESS dense than pure water (0.998), possibly due to dissolved air.

So I expect your problem is measurement error.

In medical procedures why is saline used instead of purified water? I was thinking maybe the salt acted as a antibacterial agent or maybe to make the water closer to the water in the body's composition.

Dissolving something in the water will lower the freezing point, thus making the water freeze more slowly.

However, you might try freezing the water in a different container. Water in a metal container will often freeze more quickly than water in a plastic container because the metal conducts heat away from the water more efficiently.

Boiling would work, but would be energy intensive. Reverse osmosis is a little better, but would still be energy intensive.

A solar powered reverse osmosis desalination plant would work to remove salts powered completely by the sun. Australia has developed one for desalination in remote areas of central Australia (first link). However, I could not find numbers as to the desalination capacity (i.e., process rate).

A basic solar still would work to provide small quantities of clean water, but would be impractical for anything but small agricultural usage. Another alternative, similar to the solar still would use the M-E-H method for desalination (second and third link). The mid-level unit will provide up to 5,000 liters per day of clean water (<50 ppm salinity).

Yes, sometimes water is made that way, but never really for the sake of the water. For example, sometimes hydrogen and oxygen are combined in fuel cells to produce electricty & water is a byproduct (as on the space station). There isn't really a lot of free hydrogen available on Earth to combine with the free oxygen in the atmosphere, so most of the commercially available hydrogen is obtained by either splitting water into hydrogen & oxygen or by other chemical means. To produce water by then combining such hydrogen with oxygen to make water would be far more expensive (as a means of producing pure water) than other means of purifying water.
