I don't care about wasted water or power usage, just interested in filtration etc. I've heard for example reverse osmosis filter membranes can foster the growth of bacteria etc.
You can achieve essentially the same water quality with either technology, if you do not care about waste or power. RO membranes can get fouled by bacteria or alga from the source water, that is why they must be periodically sanitized by chlorination or other biocide treatment. But this is mainly because the growth plugs up the membrane, reducing the output.

I would say that it depends on what better means to you. Distillation produces pure water, however, it takes a lot of energy to boil water. Reverse osmosis (RO) also produces fairly pure water, but some contaminants, like volatiles can make it through. Many times, RO requires a pre-filter like an activated carbon filter.
Either method will work for drinking water, it just depends on your situation.

It seems breweries use distillation to accomplish this task. Why can't reverse osmosis be used instead?
In theory you could, but it would be difficult to separate the alcohol from other molecules of similar size, which could produce unwanted results. More to the point, however, is that reverse osmosis is an expensive and technologically demanding process; whereas distillation - especially of alcohol - is well established, relatively simple, and above all much more cost effective technology. In other words, you wouldn't want to pay several times as much for the same product.
What makes it different from the regular filters and distillation and so on? What is the membrane is that a filter too? If so, what is the purpose of having a total of 3 filters?
