I set up the AQUA-Tech 5-15 Power Filter with EZ-Change Filter Cartridge but it doesn't suck up any water. The wheel at the bottom spins but i don't feel any pressure.
I have the same filter and I have to fill the filter with water before it will start pulling in water. Now when I do water changes I do not let it go passed the level to make it empty. I hope this helps. Also, I wanted to add that if the drain tube is not pulled down into the filter box it will not suck the water.

Ok so people have been saying that you can't change the filter cartridge and do a water change at the same time. And I'm pretty sure its concerning the bacteria and all that. So anyway, when the time has come to change a filter cartridge (about 3 or 4 weeks after the last one), should you do it like 3 days after a water change since you can't do it at the same time? Oh by the way, I do water changes once a week.

It is perfectly okay to clean out your filter and perform a water change at the same time. The danger is if you use cartridges that you change out completely because the filter floss is a large part of where your beneficial bacteria (BB) colonize. With the pre-packaged filter cartridges, this is tricky because they tell you to change out the whole filter cartridge (which basically means if you don't have gravel, you've just lost your BB colony.) What is recommended in most fish keeping communities is to merely rinse off the gunk from your filter/filter media in the tank water you've changed out and the cartridge is ready to use again. If the carbon inside the filter cartridge is what you want to change out, then replace the carbon inside with new carbon by cutting a small hole in your filter cartridge floss, empty the carbon out, refill, and replace the cartridge in the tank.
Carbon is actually unnecessary unless you are filtering out medications from your tank water. What you really want is to keep the BB so that you don't have to re-cycle your tank again.

Yes you do need to do weekly partial water changes, usually only about 20% with dechlorinated with a gravel vacuum to get the muck off the substrate.
You shouldn't ever have to change filter cartridges unless the media is falling a part. Its in that media that the good bacteria lives that keeps your water parameters stable after it's gone through the nitrogen cycle. Some filter systems have several stages, or duplicate cartridges, so one can be removed and replaced while the other is left to help the new one colonise, this is called cloning. The filter cartridge can have debris rinsed off in old tank water at each partial water change - never ever under the tap!

Generally, you should change your filter every 3-4 weeks, but don't be afraid to change it before then if you notice lower water quality, or dirty water. Best of Luck!
This question has a lot of variables to it,,,,It depends on if you have hard or soft water? if you have rust stains that show up in your sinks you have hard water, with this I'd say change your cartridge every month, Some faucet mounted filters have a built in gauge to show you when to change the cartridge, refer to the Manual that came with it to see if it does have this feature, and yes it may be wise to change the whole faucet mounted system when its due because some of the cartridges can be expensive!~!!!.
