Put an inline filter on the water pipes entering the house to remove sediment. I have two of them keeping dirt out of the water softener and find that it works much better this way.

Well, you're really not providing enough information here for a good answer, but I can suggest that you look at "whole house" water filters, as a start.
Paper filter cartridges are good for removing sediment.
Some of these come in different levels of what size sediment they will allow through the filter.
Charcoal filters are usually the type that screen even the smallest particles out -- helping to eliminate some bad odors, and improve the taste of the water. You can even go with a 2-stage filter, which removes the larger sediments before the water hits your charcoal filter. (Which will make the charcoal filter, usually the more expensive filter available, last longer)
Next, you may consider a water 'treatment' product. These are typically products which will help eliminate iron, soften the water, etc. You can use a "whole house" filter before these products, to extend their life, if your water has a large amount of sediment, lime, etc.
Final suggestion, drill a new well. Again, not knowing the details of your water problem, it is hard to say whether this would be the best decision or not. But, often, it is possible to go past a bad pocket of water by drilling deeper.

My tap water reeks of bleach, and sometimes irritates my skin. Its unsafe to drink so I buy drinking water. The water is filtered from the ocean and treated with chemicals. They say its safe for bath and washing, but still If it irritates my skin how safe is it or a newborn. I already buy water for $3 a gallon so does this mean I have to buy bath water for my baby soon?

If it is city water you need to complain right away. All city water is required to be safe to drink and should not contain enough chlorine or bleach to be harmful to your skin. If it is well water, you should have your filters changed right away. in the meantime, no, you don't have to buy bottled water for you baby. (And $3/gallon??? I am buying a house with two full baths and one half bath. the master bath comes with jacuzzi jet.
The town water is yellowish, with sediment, and rust in the hot summer month.
How much does it cost to get licensed plumber to out in a whole house sediment filter for the water supply ?
You could do it yourself, if you are handy and can sweat pipe. A few guys at work have done the same thing. They made up a system with 2 filters. That way they could transfer the flow to one and when the filter got dirty, they close two valves and open the other two and use the second filter while they change out the first one to get it ready when the second one gets dirty. All it will cost is the 2 filters and 4 ball valves and some 90 deg elbows and a length of pipe. If this is a new house you may have the plastic pipe and that will make the job even easier.
If you get a plumber, I would guess about 3-500 in labor plus parts.

Look at this insanity — it's called a Phyto Purification Bathroom . The whole set up uses rushes, reeds, water hyacinths and lemnas to clean and reuse bathing/sink water. This is one of those "good in theory" ideas that eventually end up biting you in the ass later. But if only it really did work, since it would be pretty awesome to spend each morning in my own little naked bathroom garden.

We bath the little ones together and if the water is still clean top it up with hot for one of us. I use any spare water to water the plants as i think hose pipes that drench the garden are a waste too. If i need to get hot water i run the tap into a jug and use it for something else eg the veg if you put the jug in the fridge its fine to keep and is refreshing to use in sqush etc. Hope your bills are low!!
