The water is very hard here and I cannot put in a whole house unit at this time.

Inline filters are available for any issue you speak of, and can be purchased for the specific UNIT or plumbing.
For drinking purposes certainly there are filters as well, including those that attach to a faucet,,,IE: "Britta"
Personally I don't drink TAP water no matter where I am, but that doesn't make me an elitist, it's just my preference,,, Although I have to add,,,much of what we drink that is bottled, merely comes from a TAP somewhere else,,LOL,
The other issue is keeping up with mineral deposits created by HARD or minerally infused natural water.
The flow rate, is another issue, and also depends on how often the filters are monitored, cleaned out, or changed.

our pur water filter's flow has slowed down to barely a trickle. it is less than a 3 weeks old so I know it isn't the filter, what could the problem be? I know our house has pretty old pipes in it and they are pretty rusty. could that be the issue? what is the best water filtration system for homes with old rusty pipes?
Your filtration system is clogged or restricted. Old pipes can cause havoc to filtering systems by releasing debris into the filter inlet or clogging the filter itself. Remove the filter and try cleaning it.
Presumably the questioner is concerned about the effect of the pressure loss when the filter is installed. The simple answer is that there is always some pressure reduction but it is not usually very important.
This is true if the highest point in the house has a fawcet where the problem of low pressure already exists without the filter, then this situation will get worse and the flow there will become very low indeed or cease altogether. However in most situations this is not a problem and the loss in pressure will be found to have a small effect only when you want the maximum rate of flow possible, which is not very often.
Should the loss of pressure be very significant a booster pump could possibly be installed, after the filter, to restore the situation to what it was without the filter or better. Such a pump requires a power supply and this is probably from the electrical system. As a consequence it is not 100% sure in some places and occasionally there will be a water shotrage due to this. The answer to this is either to have a means of by-passing the pump or to provide an alternative pump that can be hand-operated..

You can put a sponge or something over the filter outlet. This will slow the current.
