I'm looking for a good all around water conditioner, one that treats the water for everything (ph, alkalinity, stresscoat, water hardness, etc). I have very hard water and I need to maintain a ph of 7.2 for my oscar. Any info on water conditioning for oscars would be great as well.
There is no magic chemical for water treatment.
Use something like Prime to treat new tap water and remove any residual chlorine residue that might harm your fish. It depends on your tap water wether it is needed or not, but if in doubt, USE it. It's cheap and wont harm your fish even if you didn't need to use it.
No other water treatment should be needed if the tank is well maintained and the fish is healthy, and the cleaner you can keep the water, the less likely the fish is to get sick and need any treatment.
Otherwise find out what your pH and hardness actually are and see if an Oscar can acclimatise to that water. Chances are it can, and will be much happier in a stable pH 8 rather than a rollercoaster tank.
If your water is really extreme then you are either going to have to catch rainwater or get a reverse osmosis filter. By mixing that 'pure' water back with some tap water (or re-mineralising it artifically) you can make up the water conditions you want and hopefully it will stay stable.
But trying to add chemicals to a tank to keep the pH at some nominal level is a recipe for disaster.

I just but a fighting fish and bought a bowl that came w/ some stuff and it came w/ 2 tablets of water conditioning fizz tabs what are they and do i put one in w/ the fish inside the bowl?

They are for getting all of the fatal chemicals out of the tap water. One should be placed inside everytime u change the water so ur fish don't die. However, i am not so fond of the tabs. i just put in a few drops of stress coat when i change the water. Stress coat is kinda pricy ($11.00) per bottle but its so worth it. 1 bottle lasts months.
My friend's mother is visiting and cleaned her betta fish's bowl out while we were out for the day, but didn't put the fizz tabs in the new water. All the close pet stores are closed now, and we can't find the fizz tabs anywhere. So, how long can the fish live in the untreated water?
You should be able to find some type of water conditioner at stores besides pet stores. Do you have a Wal-Mart, K-Mart, or other similar store near you that has a pet department? Look for one with sodium thiosulfate as an ingredient. You will need to be able to remove any chlorine or chloramine that's in the water to keep the fish safe.
If you can't get these, you should let the fish stay in water taken from the tank until you can get this.
BTW, a bowl isn't the best living conditions for a betta. They're tropical fish and should have a heater to keep their water warm. I keep mine in 2.5 or 5 gallon tanks which don't take up that much more room than a large bowl.
We have very hard water and our regular salt-exchange softener just died. We we looking at replacing it with the same technology, but have seen these electromagnetic systems advertised.
Has anyone purchased one of these? Does it work, or is it "voodoo?" If you believe it works, how can you tell?

I have a 10 gallon tank and i was just wondering how often should i put conditioning salt, water conditioner and bacteria supplement? how often should i clean it? and is there any other supplement that i should put in the water to make my fish stay healthy?
For most fish tanks (75 gal. or smaller) conditioning salt only needs be added to the tank when you change the water, and for the amount being changed. You should also add about a pinch for every time you add any new fish to the tank, conditioning salt can help to reduce stress in any fish.
Water conditioner and bacteria supplement should only be added to new water in a tank for when you are changing the water. no need to add it any other time.
You should have water quality checks done on your tank at a minimum of once a week to catch any early signs of anything going wrong. Most pet stores will check water quality if you ask them, or you could just buy some of those 5in1 test strips and record the data. This is the best thing you should do for any tank.
Your fish should stay relatively healthy, provided no diseases get added by incoming fish.
