I have a forced-hot-water heating system with three zones, first floor, second floor, and water tank. After some maintenance on the system the second floor is constantly heating, even though the thermostat is off. I checked the voltage on the circulator pump and it is zero, so the pump is not running. It sounds like it is acting like a gravity-fed system. There are manual valves on the system, but the only things in the loops that are controlled by the thermostats are the circulator pumps. Do the pumps act as valves when they are not pumping? That was my guess so I replaced the pump, but my registers are still hot. If the pump does NOT act as a valve, what is supposed to prevent the hot water from moving through the system when the pumps are not running? I need some HVAC basics here. Thanks!
It sounds like your flow control valve is stuck! The circulator pumps does not act like a valve. you said you had maintenance done. the person doing the maintenance could have turned the lever on the flow control valve accidentally causing it to gravity feed. If the lever did not get turned TAP on it with a hammer sometimes rust will cause the valve to stick open. I would tap on it first if you are not sure if the valve got turned or not.

But how do you know if your sink supports it? ANd is it easy to install?
Never installed one but, if you know even a little about plumbing, it shouldn't be too hard. This type of system goes under your sink and has it's own "faucet" on top. The only requirement is that you have room under your sink to place it. It should come with everything you need for installation, including (probably) a (fairly) simple saddle valve to tap into the cold water supply.

My hot water system broke down recently and I'll have to replace it.
Should I go for a combi-boiler, immersion heater, other? What are the advantages and disadvantages of each system?
I live in a 3-storey, 3-bedroom terraced house with my wife, and a stepdaughter who is with us 50% of the time.
Should I have 2 separate, small boilers, one for ground floor (washing up, handwashing) and one for top floor (bathroom)? The reason I ask is that I'm wondering how much heat I'm losing by pumping hot water up & down 3 floors?

It really depends on usage and how much you want to spend. A combi boiler is efficient and only heats the water you need and also heats your central heating, the water from the taps is at mains water pressure (or there abouts) there are no tanks in the loft and no need for an airing cupboard.
A vented hot water storage cylinder will store heated water for up to approximately 3 days dependent on how much you use (as you use hot water, cold water enters the cylinder), this system requires tanks in the loft and an airing cupboard.
An unvented hot water storage cylinder works on the same principal as the vented, however it works on mains water pressure, needs no tanks in the loft and has a fast recovery time (heats the water rapidly).
Solar heating (certainly in the UK) is only usable as a 'preheat' facility for your storage cylinder, it's very expensive and you would be unlikely to recoup your money before you had to replace the solar panels.
If you are changing your gas boiler, the new one will be a high efficiency condensing boiler as building regs now require this type to be fitted.

I have a new system to replace this one but its too heavy to move with the water in it. Can you please tell me how to drain the water from the tank so that I can move it?

All of the pipes etc are on the side of the tank, almost at the top. That outlet wont syphon water from the bottom of the tank.
There should be a drain valve at the bottom of the tank on the side. You can attach a garden hose there. Turn off the water supply. Gravity will pull the water out so you can't drain it into a sink. Run the hose out the door into the yard. Open the valve and let it drain. To speed up draining, open the pressure safety valve "popoff valve". This vents air into the top of the tank. NEVER tip over a full tank. Water weighs about 8 pounds per gallon. If you have a 40 gallon tank, that's 320 pounds PLUS the weight of the tank. Can you lift almost 400 pounds by yourself? I can't.

...Solar Knowledge: Solar Water Heater Closed-Loop Drainback Systems
The closed-loop drainback system requires perhaps the least routine service of any active system. The heat-transfer fluid is distilled water, which seldom has to be changed. When the system is at rest (not pumping), the solar collector is empty and the distilled water is stored in a 10-gallon (38 l) reservoir tank, usually located just above the solar storage tank. Higher capacity reservoir tanks are typically required in large systems.
When the pump turns on, the distilled water is circulated from the reservoir back through the collector and heat exchanger, passing heat to the potable water in the solar tank. When the pump shuts off again, the distilled water drains back into the reservoir. The collector must therefore always be higher than the storage tank, and there must be sufficient continuous slope in the piping to ensure against freezing.
Drainback systems are effective and reliable. They work great, even on the hottest and coldest days of the year, and can operate twenty years without needing service. The only downside is that larger pumps usually have to be used, especially if you´re pumping water two stories or more, since the drainback pump has to lift the distilled water to the height of the solar collectors.
