We were walking by an empty pool with like 5 feet of water in it and my boyfriend pushed me in to it! Do you think this is abuse?

My neighbor is emptying his pool against our common fence. I caught him this year and told him to stop and move his drain hose towards his own property. The last three years we have noticed a blue-greenish residue on our lawn againt this fence, we suspected it was chlorine but we weren't sure if we could do anything about it. Can we? I live in Massachusetts.
i believe it is legal, although i've done it to my own yard with no ill effects. Perhaps you could just ask him to make sure he doesn't it treat for 3 days prior to emptying it? chlorine doesn't last that long it burns off in a few days. Chlorine also would act more like bleach, it wouldn't turn blue green. Why not hop the fence and redirect the hose yourself when he's not looking? That's what i would do! :)
the pool guy is away and i need to empty some, not all, of the water out of the pool. the pool has a multifunctional pump that recirculates the water, empties the pool etc. trouble is that i have no idea how to do this. Any help please? I just need to empty some of the water out. The brand of the pump is a 'Hayward'.
if you have a multiport valve on your filter and your filter is a de filter you might have a setting called waste. if you do you can use that setting !
make sure your pump is off press down on the handle rotate to waste let off the handle. turn pump on !
make sure you do not get water below the skimmer. if you do you might harm your pump !
if you have a 3 way valve on front of the pump you can turn the handle to shut off the skimmer and drain some water out that way
The manufacturer recommends using the water for only one day. I'm especially concerned because we use it for our five month old baby. We don't let him drink the water but he does splash around a lot. We've been emptying the pool water on the lawn and decorative garden so I'd like to avoid adding lots of chlorine or salt or anything that would kill plants, or just dumping all the water down the drain.

Remember when you were little and everyone told you not to swim after you had eaten? Is it really true that kids should not swim for at least 30 minutes after eating because they can cramp up in the water?
There is no evidence that swimming after eating will cause muscle cramps. However, there is a risk of regurgitation (food coming up from the stomach into the throat) and choking on undigested food if a child swims soon after eating. Therefore, it is a good idea to have a child wait about 30 minutes after a large meal before returning to the water. Drowning is the second leading cause of unintentional injury related death among children ages 1 to 14 (source: Home Safety Council).
Here are some ways that parents can reduce this risk when children are around water:
Watch your child at all times around water and stay within an arm's length of your child. Do not leave, even for a second. If you have a pool, install a self-closing, self-latching fence that encloses the pool on all sides and is at least 4 feet high. Do not place nearby any chairs, tables, or other furniture that your child can climb onto to get over the fence. Keep toys away from your pool when it is not in use. Keep rescue equipment and a telephone near your pool. Empty blow-up pools and buckets and turn them over when they are not in use. Teach your child not to dive unless they enter feet first into the water to be certain of the depth. Do not rely on swimming lessons or inflatables to keep your child safe. Children should be supervised around water at all times, even if they are good swimmers. Do not use "swimmies" or water wings in place of safety-approved life jackets.
