I keep my chemical levels in good range everyday. When the pool filter (cartridge) is running, the water is blue but not clear (cannot see the bottom). When I turn off the filter and leave it off for a couple of days or more, the water stays blue and I can see the whole bottom of the pool. So I just turn filter on only when I need to add chlorine. Then water isn't clear after that. Do I need to buy new cartridges?

It depends on why the water got behind it. If there's a problem with the liner then you might have to. If it was just seep water then you should be able to carefully pull the liner back and repair the wall.

I have a salt water inground pool, I check the ph level and the chlorine level every week. I always have to add muratic acid to get the ph level up but cant seem to get the ph and the chlorine level to come out right. Do I need to add a ph stabilizer? and if I do.....How often???
There is not a pH stabalizer. You need a chlorine stabalizer known as cyanuric acid (CYA). In salt water pools it should be between 50-80ppm. The salt water chlorine generator produces small carbon dioxide bubbles. When carbon dioxide is released from the water it causes the pH to rise. This is unavoidable in a salt water pool. You can slow the rise by keeping your TA at about 60ppm.

I am thinking of putting in an inground pool and don't want to be blind-sided by the cost of filling the pool. What was the capacity of your pool? Did you have to pay an added sewage charge? Is there a cheaper way (water haulers rather than tap water)?
I had a 15,000 gallon pool in KY which was cheaper to fill with an independent water hauler than to use the city's water. Water there was REALLY expensive and it would have cost double the $250 I paid to have it trucked in and filled. Now I'm in CA, you call the water department and tell them when exactly you are filling the pool and they won't charge you sewage. For 12,000 gallons I paid $97.06

If its an older plaster pool it might need to be resurfaced. I understand you wanting to fill it in as I want to fill mine it too! You said the chemicals were good but it still sounds like a calcium issue. If the calcium was low that would cause scaling and there are products out there for scaling. What are you calcium levels? They should be 200-500ppm.
